使用Apache FTP Client上传文件不起作用

I have read a half dozen threads regarding this and I'm no where closer to a solution. No matter what I change I get ftp return code 500 "The command was not accepted and the requested action did not take place." and I'm not sure how to debug that.I have read a half dozen threads regarding this
