OpenCV Python，为什么Hough Circle Transform找不到所有圆圈？

I search for a long time what can be wrong but I don't really understand the impact of parameters and pre-processing I cannot post image but on a very clear photo of euros , the program recognize some circles and not some other , even exaclty as clear as the others.
